Title 1 and Learning Improvement Program
Title 1, Part A, is a federal program designed "To provide all children with a significant opportunity to receive a fair, equitable, and high quality education and to close achievement gaps." Title 1 funds are determined by census data and nutrition data.  Port Townsend School District serves students at Salish Coast Elementary and Blue Heron Middle School via a School Wide Intervention model, which ensures that all students attending these schools can receive assistance, regardless of income status.  

Learning Assistance Funds are state allocated funds based on the number of students who qualify for free and reduced lunch.  These funds are allocated to all schools based on need and research based practices.  

Title 1 and Learning Assistance Program funds pay for Interventionists, Paraprofessionals, Credit Recovery, Supplemental Curriculum, Mental Health Assistance, and coaching for our students and staff. 

Right to Request Teacher Qualifications
All parents and guardians have the right to request information regarding the professional qualifications of a student's classroom teacher(s) or instructional paraeducator in a Title 1 building.  If you request this information, the district will provide you with the following: 
*Whether the teacher has met Washington teacher certification requirements for the grade level and subjects in which the teacher provides instruction;
*Whether the teacher is teaching under an emergency or other provisional status for which Washington qualifications or certification has been waived; 
*The college major of the teacher and any graduate degree or certificate; and 
*Whether the student is receiving Title 1 services from paraprofessionals, and if so, whether these paraprofessionals meet the stat/federal requirements of the "Every Student Succeeds" Act.

Citizen's Complaint
